Terms and Conditions.
Effective from 12 November 2026 for existing users. For new users, this version applies from the moment they accept it upon registration.
1. Subject matter and operator
These general terms and conditions (the “Terms”) govern the use of the In Gabrovo online platform at ingabrovo.com (the “Platform”) and the relationship between the operator and any person using it.
The platform is an information society service within the meaning of the Electronic Commerce Act. It provides a space where users publish information themselves, and is not a party to the relationships between them.
2. Definitions
- User: any natural or legal person who browses the Platform or has an account on it.
- Member: a user with an account who posts content.
- Post: company profile, job advert, professional profile, property advert, partnership request, enquiry or other content uploaded by a member.
- Dashboard: a member’s personal page, from which they can add, pause and delete their posts.
- Partner: a company actively participating in the Gabrovo Informal programme on an annual basis, as recorded by the Operator in its company profile.
- Invitation: a proposal for a conversation sent by a partner to a member with a professional profile via the Platform.
3. Acceptance of the Terms and Conditions
Access to the Platform is free of charge. By registering or submitting a post, the user confirms that they have read and accept these Terms and Conditions, the Privacy Policy and the Cookies Policy. Acceptance is explicitly indicated by ticking a box and is recorded with the date and version of the documents.
An account may be held by a person aged 18 or over. Anyone posting on behalf of a company or organisation declares that they are authorised to represent it for this purpose.
4. Account and security
- An account is created using an email address and a password, and is activated once the email has been confirmed via the link in the message.
- Members must provide accurate details and keep them up to date. One account is for one person only.
5. Services
The platform offers a business directory, job vacancies, professional profiles, property listings, partnership opportunities, news and events. The main services are free of charge. The operator does not guarantee that a listing will result in a transaction, a hire, a response or any other outcome.
5a. Partners and professional profiles
- Annual membership is arranged between the company and Gabrovo Informal, subject to their terms and conditions, and is paid for by invoice. Whilst the membership is active, the Operator enters its status in the company’s profile. Once it has expired, the profile remains in the directory like any other.
- Active partners appear in the directory before other companies, grouped by level, with a ‘Partner’ badge, and can display an extended profile: a gallery, a video, their team and social media links. Partners are listed by tier, and where tiers are equal, in alphabetical order. At the company’s request, the tier may not be displayed.
- Partners at the ‘Partner’ level and above, and accounts with the ‘Partner’ role, can view the professional profiles of members who have explicitly consented to this, including their name, photo and contact details, if such consent covers this. Without such consent, the profile is displayed without contact details, and in the case of an anonymous profile, without a name or photo; the partner then sends an invitation, which the member accepts or declines via their dashboard. Rejections and lack of response are not disclosed.
- The partner may use the profiles and contact details obtained solely for the purpose of offering employment or collaboration to the individual in question. Copying, exporting, compiling into databases, passing on to third parties and sending unsolicited messages are prohibited. In the event of a breach, the Operator shall suspend access to the profiles without entitlement to compensation and may notify Gabrovo Informal.
- The partner processes the contacts received as an independent data controller and is accountable to the individual for this.
- A member may at any time stop their profile from being displayed to partners using the toggle switch on the dashboard, or delete their profile, along with any invitations sent to them.
5b. A public, anonymous list of specialists and matches with the job advertisements
- Published professional profiles always appear anonymously in the public list ‘Specialists in the region’, regardless of any other profile settings. This is part of the service. Only the following are displayed publicly: role, years of experience, skills, most recent position (without the employer’s name and, if currently employed, without the duration of employment), degree and field of study (without the name of the educational institution), language, driving licence, willingness to travel, sector and, optionally, the city. Name, photo, contact details, employer, educational institution, dates and free-text fields are not displayed publicly. Email addresses and telephone numbers entered by mistake in the free-text fields are automatically removed.
- A member may hide their profile from the public list on the dashboard at any time.
- Any visitor can write to an anonymous profile using the form provided. The platform forwards the message to the member’s inbox without revealing their address to the sender. The sender only finds out the member’s email address if the member replies. Misuse of the form (advertising, mass messaging, harassment) is prohibited under point 8.
- The platform automatically matches job advertisements with public profiles based on role, skills, sector and city. The advertiser receives links to suitable anonymous profiles by post, whilst the member receives a link to suitable job advertisements. Members can opt out of these emails via the dashboard. The comparison does not result in decisions with legal consequences and does not exclude anyone.
6. Publications and mandatory data
- The member is fully responsible for the accuracy, completeness, legality and up-to-date nature of everything they publish, including text, photographs, prices and contact details.
- The member declares that they have the right to publish the content, including the copyright to the photographs and the consent of the people appearing in them.
- A property advert must state the price in euros. A job advert must include a job description and contact details for applicants, and must not contain any discriminatory requirements within the meaning of the Protection against Discrimination Act.
- The company profile contains the EIK, which is verified in the Commercial Register and is not published.
- The number of active posts of each type per account is limited due to infrastructure constraints. The limit includes posts that have been published, are awaiting moderation, and have been temporarily removed. A deleted post frees up its space immediately. The limit may be changed with prior notice on this page.
- A member may, at any time, temporarily remove or permanently delete a post from their wall.
7. Publishing, viewing and downloading content
Job adverts, partnerships, property adverts and professional profiles are published immediately upon submission, without prior verification. Business profiles are published following verification by the Operator. A post may be held for review before it is published if it shows signs of fraud, if the account posts an unusually high number of posts within a short period of time, or if the Operator has restricted automated posting for that account.
Each time a post is submitted, the member declares that the post is true and accurate, that they are entitled to publish it, and that they bear full personal responsibility for it. The post is associated with the account, the date and time, the version of these Terms and Conditions, and – in encrypted form – the IP address and browser from which it was submitted.
The operator reviews posts after they have been published, as far as possible, but is under no general obligation to monitor content, and such review does not constitute a guarantee of its accuracy. The operator may refuse, suspend or remove any post that is untrue, misleading, unlawful, infringes the rights of third parties or these Terms and Conditions, or where there is a valid report.
In the event of a false, misleading or fraudulent post, the Operator shall remove the post, may close the account without warning, and shall provide the poster’s details to the competent authorities (police, public prosecutor’s office) upon receiving a report or at their request. The member shall be liable for any damage caused to other users, third parties and the Operator, including the costs of removal, reporting and legal defence. Fraud is an offence under Article 209 of the Criminal Code.
8. Prohibited content and behaviour
It is prohibited to publish or carry out the following via the Platform:
- false, misleading or fraudulent content, including fake advertisements and non-existent job or property listings;
- discriminatory, offensive, threatening, pornographic or violent content;
- personal data of third parties without a legal basis;
- content that infringes the copyright, trade mark rights or other rights of third parties;
- advertisements that are not identified as such, chain letters and unsolicited messages;
- requiring candidates to pay fees, provide deposits or submit personal documents as a condition of employment;
- mass data collection from the Platform using automated means, attempts at unauthorised access, malicious code or overloading the system;
- passing oneself off as another person or company.
9. Rights to the content
The Member retains the rights to the texts and photographs they upload. By publishing such content, the Member grants the Operator a free-of-charge, non-exclusive right to store, display, resize and distribute it on the Platform and its channels for the duration of the publication and for a reasonable period for backup copies. The design, logo, texts on the Platform and its source code are the property of the Operator or their respective rights holders.
10. Relations between consumers
The operator is not a party to, nor an intermediary or agent in, contracts between users (employment, civil, tenancy, sales, partnerships and others), is not an employment agency, and bears no responsibility for their conclusion, performance, payments, taxes or social security contributions. Each user is responsible for verifying the other party and the relevant information themselves before taking any action.
A company that receives a candidate’s data or an enquiry via the Platform processes it as an independent data controller and is accountable to the individual for doing so.
11. Liability
The platform is provided ‘as is’ and subject to availability. The operator takes reasonable care to ensure its operation and security, but does not guarantee uninterrupted or error-free access.
Responsibility for the accuracy of the information submitted lies with its author. In Gabrovo accepts no liability for inaccurate or false content provided by users, for decisions taken on the basis of such content, for the content of external websites to which links lead, or for any damage resulting from service interruptions, data loss, viruses or unauthorised access by third parties, despite reasonable care having been taken.
The limitations on liability apply to the extent permitted by law. They do not exclude the Operator’s liability for damage caused intentionally or through gross negligence, and do not affect users’ rights under mandatory provisions of law.
12. Compensation
The Member shall indemnify the Operator against any damages and reasonable expenses, including legal defence costs, arising from claims by third parties relating to content published by the Member or to a breach of these Terms by the Member.
13. Suspension and termination
In the event of a breach of these Terms and Conditions, the Operator may remove posts, restrict or suspend an account, whilst notifying the member and stating the reason. In the event of a serious or repeated breach, the account may be closed. A member may cease using the Platform and request the closure of their account at any time.
14. Personal data, cookies and usage analytics
The processing of personal data is described in the Privacy Policy and the use of cookies in the Cookie Policy. These form an integral part of these Terms and Conditions.
For the purposes of security, the detection of fraud and abuse, and the development of the service, the Operator carries out an internal analysis of the use of the Platform: which pages are accessed and how much active time is spent on them, logins, searches, posts, actions on the dashboard, enquiries and invitations, including who has viewed which post or profile and when. For logged-in members, the analysis is linked to their account. The analysis is internal; it is not used for advertising purposes and is not sold. Details, timeframes and the right to object are set out in the Privacy Policy.
15. Changes
The operator may amend the Terms and Conditions. Any amendments will be published on this page, stating the new date of entry into force, at least 14 days in advance, except where the amendment is required by law or for security reasons. Continued use after the changes come into effect constitutes acceptance of the changes. Any member who does not agree may close their account.
16. Governing law and disputes
Bulgarian law shall apply to any matters not covered herein. Disputes shall be settled by mutual agreement; if no such agreement can be reached, they shall be settled by the competent Bulgarian court. Should any provision prove to be invalid, this shall not affect the validity of the remaining provisions.
